Bernard Lachapelle
President

Bernard Lachapelle is the President of The JBL Group. Prior to the formation of the company,  Bernard was the President of JBL and Associates. Before the establishment of this company in 2000, he held Senior Executive positions with Hoechst Marion Rousell and Eli Lilly Canada. He has extensive experience in Government Affairs, Managed Care, Health Policy Development and Corporate Communications as well as Marketing, Pricing and Tendering, and Human Resources. He has been involved in the political process for many years.

In his corporate experience Bernard was an active member of the Pharmaceutical Manufacturers Association of Canada (now Rx&D), and served as chairman of its External Affairs Section and of the Quebec committee, as well as sitting as a member of the Patent Committee. Extensive international experience was gained as a member of a Global Policy Network, the International Committee for the Elimination of Pharmaceutical Tariffs, and the Board of Directors of the International Association of Health Professions. A pharmacist by profession, Bernard has continuing experience in community efforts including the Cardiac Research Rehabilitation Centre in Halifax, the Laval University Pharmacy Research and Teaching Council, and the Fondation de la Cité de la Santé de Laval as well as being past chairman of the Ballets Jazz de Montréal.

Gregory J. Glenn
Senior Vice President

Gregory Glenn is the Senior Vice President of The JBL Group.  Prior to the formation of this company, he was the President and CEO of The Glenn Group Inc.  His career has spanned various Marketing, Sales and Government Relations positions within the Canadian pharmaceutical industry. Prior to entering the consulting field in 1993,  he was the Director, Government Affairs for Cyanamid Canada.

Greg has successfully lobbied provincial governments for formulary inclusions and acted as liaison for clients up to the ministerial level, both federally and provincially.  He has been involved in reimbursement submissions to both public and private payers for a significant number of products and has helped clients develop government relations, professional relations and reimbursement plans.  Greg has also assisted clients with Economic Evaluations, Market Access Strategic Plans, Risk Assessment and Market Impact Analyses, Internet Business Solutions and Meeting Facilitation.

Greg is a member of the Who’s Who of Canadian Entrepreneurs, the Chairman Emeritus of the National Chamber Orchestra of Canada and currently serves as the Chairman of the Board of Doane House Hospice in Newmarket Ontario.

Julie Gauthier
Vice President

Julie Gauthier is Vice President of The JBL Group. She brings to our team a vast experience in government affairs, communications and public affairs. Before joining The JBL Group, Julie was Director of Public Affairs for the Quebec Association of Pharmacy Owners where she was responsible for government relations, public relations, communications with the media and wiith the members of the association.

Previously, Julie was a senior consultant for Government Services at Coopers & Lybrand. She also has extensive government knowledge, having served as Policy Advisor to Quebec ministers responsible for Treasury Board, International Affairs, and Culture and Communications. Julie holds a Bachelor's Degree in Economics and a certificate in Journalism from Laval University.

Janine Lepage
Senior Consultant

Janine Lepage is Senior Consultant with The JBL Group. A seasoned professional with more than 25 years experience, Janine headed until 2008 the Technical Department at Smith & Nephew Canada and was a member of the company’s Executive team.  Her responsibilities included government relations, market access at the federal and provincial levels, health economics, customer care, in addition to all regulatory and quality assurance matters.  

Janine was also, until recently, a member of the Board of Directors and Treasurer of the CML Society of Canada, a patient-focused organization supporting individuals with chronic myelogenous leukemia.

Prior to 1996, Janine was Director of Scientific and Regulatory Affairs at CIBA Pharmaceuticals where she gained broad experience in clinical and basic research.  She graduated from Queen’s University with a Master’s degree in pharmacology.

Patricia Manzi
Senior Consultant

Patricia Manzi is Senior Consultant with The JBL Group.  She is a seasoned professional with more than 15 years of experience in the pharmaceutical industry. Until recently, Patricia was Director of Stakeholder Relations and Health Policy Capabilities at Novartis.  She held various senior positions in market access, health policy, health economics and pricing at Novartis, Abbott.

She brings broad national experience in public and private payer reimbursement, at both provincial and federal levels.  She successfully led reimbursement and pricing strategy for a significant number of product launches, and has extensive experience in submission process and negotiations with provincial governments.

Patricia was an active member of Rx&D and recently served as chairperson of its Private Payer Sub-Committee, and as member of its Stakeholder and Partnerships Committee.  She was also involved as a member of BioteCanada’s Health Advisory Board.

Before joining the pharmaceutical industry Patricia had significant experience as a hospital clinical pharmacist at the Royal Victoria Hospital, where she served as Director of Pharmacy.  She holds a Master’s degree in hospital pharmacy from Université de Montréal.

Sebastien Dao
Senior Consultant

Sebastien Dao is Senior Consultant with the JBL Group.  He is an accomplished professional with more than 17 years in the pharmaceutical industry.  Before joining the JBL Group, Sebastien was Director, Market Access at Bristol-Myers Squibb.  In this position, he was responsible for the development of pricing and reimbursement strategies.  He has successfully negotiated with the Common Drug Review (CDR), the Joint Oncology Drug Review (JODR), provincial drug plans and private payers, to obtain drug coverage for biologics and specialty products.


In April 2008, Sebastien was the Chairman of the Working Group on the International Therapeutic Class Comparison, formed by the Patented Medicine Prices Review Board (PMPRB).  He is since 2009 the Quebec Director of the Canadian Association for Healthcare Reimbursement (CAHR).

Sebastien brings a wealth of experience from the pharmaceutical industry, as he held various positions in regulatory affairs, medical affairs, clinical research, sales and marketing. He holds a Bachelor degree in pharmacy from Université de Montréal and a Graduate.

Stephen Filbey
Senior Consultant

Stephen Filbey is a Senior Consultant with the JBL Group and is located in our field office in Vancouver. He is an accomplished professional with more than 24 years in the pharmaceutical industry. Before joining the JBL Group, Stephen was Manager, Government Relations & Health Policy at Hoffmann-La Roche. In this position, he was responsible for the advisement, development and implementation of reimbursement strategies throughout Western Canada addressing oncology and non-oncology files, which included extensive work on Biologics. He has successfully negotiated multiple agreements with BC Pharmaceutical Services Division, BC Cancer Agency, Alberta Health & Wellness, Saskatchewan Pharmaceutical Services Unit and the Saskatchewan Cancer Agency. He was also an active member of BC RX&D Committee spanning 2009 – 2010.

In addition to Government Relations Stephen brings a breadth of experience from the pharmaceutical industry.  He holds a Bachelor degree in Science from the University of Windsor and has completed a Continuing Medical Education & Needs Assessment Internship through the department of CME at the University of Calgary.

 

 

Pierre L. Guertin
Special Counsel

Pierre Guertin acts as Special Counsel for The JBL Group.  Prior to joining the company Pierre was the Secretary to the scientific committee of Quebec’s Conseil du médicament. During the many years that he held this position, he gained a detailed and complete understanding of the processes and the needs of this extremely important customer. Pierre is well aware of the pressures and responsibilities of the individuals who serve in these capacities and how they must interact with Senior Government Bureaucrats and politicians on a daily basis. Originally a graduate in hospital pharmacy, Pierre boasts an unrivalled experience and expertise in Canadian drug reimbursement and pricing that is widely recognized across the country.

Rebecca Sullivan
Project Coordinator

Rebecca Sullivan is the Project Coordinator for The JBL Group in Toronto.  Becky has significant experience in the pharmaceutical industry, most recently as the Information Management Project Lead for Janssen-Ortho Inc.  Becky has also provided sales & marketing systems consulting and for many years, she was an information management and technology consultant.

Sandrine Campeau
Project Coordinator

Sandrine Campeau is the Project Coordinator for The JBL Group in Montreal.  Sandrine has over 15 years of experience in project coordination. Prior to joining JBL & Associates, she was Operations Coordinator at Schering-Plough Canada Inc.  Throughout the years, Sandrine has also acquired experience in communications, marketing and sales in various industries which include pharmaceutical, technology and aviation.
